How to Get Court Records
Check the notice, judgment, or Search ARCourts result first. That tells you which Cleveland County court handled the case. From there the choice of clerk is easy. Circuit Clerk Brandy Herring maintains Cleveland County Circuit Court files. They cover criminal, civil, domestic relations, probate, and juvenile. Chief District Court Clerk Kim Rogers keeps the State District Court record for traffic cases, misdemeanors, violations, small claims, and similar district matters. Send a request to the wrong office and it simply sits. Match the case to the clerk before anything else.
- Use Search ARCourts to find the Cleveland County court, case number, case style, filing year, and relevant Docket Entry. Online images appear only when Cleveland County public access and court settings allow them.
- For a Cleveland County inspection, call the proper Rison office before going to the counter. Ask whether the Cleveland County file, paper index, or public terminal is available for that case type and year because Cleveland County does not publish counter hours or terminal details.
- Call the Cleveland County Circuit Clerk at 870-325-6521 or Cleveland County District Court at 870-325-7382. A Cleveland County phone response can confirm custody and help define the request, but it is not a certified Cleveland County court record.
- For mail, send Cleveland County Circuit Court requests to P.O. Box 368, Rison, AR 71665, or Cleveland County District Court requests to P.O. Box 606, Rison, AR 71665. Include the Cleveland County case number, style, filing year, court, exact paper, copy type, quantity, return details, and a request for a quote.
- Call before faxing. The Cleveland County Circuit Clerk fax is 870-325-6144, and the Cleveland County District Court fax is 870-325-6366. No official Cleveland County email, drop-box process, or single-case web form was located.
- Use the Arkansas Administrative Office of the Courts request process only for Cleveland County compiled information. It is not the route for a certified copy of one Cleveland County filing.
Each channel does one job. Search ARCourts, the phone, fax, mail, and the Cleveland County counter each fit a different step of the process. Whatever the route, only the clerk who keeps the file can confirm copy terms and certify the result.
Cleveland County Court Records Custodians
Court level decides who can produce the record. The Cleveland County Circuit Clerk is not a one-stop counter. The office does not hold every judicial file in Rison. Nor does the State District Court clerk certify Circuit Court judgments. Search ARCourts points you to the right courthouse. But the clerk named for that court keeps the file itself.

The AOC data-request page lays out the separate statewide routes for compiled, bulk, scholarly, and statistical information about Cleveland County courts.
That menu separates two very different asks. It helps you tell an AOC data project apart from a Cleveland County clerk request for a single order or judgment.
Types of Court Records
Cleveland County court records range from a brief chronological register to the full stack of filed papers behind it. Attach the case number and court to every request. That lets the clerk sort out similar names and related proceedings. Access can vary even within one file.
- Cleveland County Docket Entries, which list the dated steps recorded in the case.
- Cleveland County complaints, petitions, answers, motions, and other public pleadings.
- Cleveland County notices, orders, judgments, and public disposition records.
- Public Cleveland County Circuit Court criminal, civil, domestic-relations, and probate materials.
- Public Cleveland County State District Court traffic, misdemeanor, violation, small-claims, and civil records.
- Cleveland County document images that a court has authorized for remote display.
Juvenile files and protected family material may be confidential in Cleveland County. And a public docket entry can stay visible even when its linked document is closed to remote viewing.
Cleveland County Court Record Layers
A search result, a docket, a filed document, and a certified copy answer different questions. Mixing up these layers produces weak proof. A Cleveland County court record works best when the product matches the purpose.
| Record Layer | What It Does | Authority |
|---|---|---|
| Cleveland County search result | Identifies the case, court, type, filing date, style, and status | Informational discovery |
| Cleveland County Docket Entries | Shows the date-ordered procedural history | Public register, subject to access limits |
| Cleveland County filed document | Contains allegations, requests, rulings, or judgment terms | Public only when its security level permits |
| Cleveland County certified copy | Adds the clerk's attestation to the reproduced record | Official clerk product |
A missing image proves nothing. The paper may well have been filed, with security, format, or digitization limits keeping it off the screen. Ask the correct Cleveland County clerk for the named document.
What a Court Record Contains
A case view opens with identity fields, then links participants, events, and the chronological docket. The full file may hold more than the remote view shows. Copy an Arkansas case number exactly. Its county code, division letters, year, and sequence all matter. They route the request to the right place.
| Case Number | The court-assigned identifier, often using division codes such as CR, CV, DR, PR, or JV. |
|---|---|
| Case Identity | Case style or description, court location, case type, filing date, and public status. |
| Participants | Cleveland County people or organizations shown with their roles, subject to security and redaction. |
| Docket Entries | Dated filings and actions forming the procedural history, even when no public image is linked. |
| Events | Scheduled or completed hearings, trials, reviews, and other court settings when entered. |
| Documents | Public pleadings, notices, orders, and judgments made available by the court. |
| Outcome Data | Milestones, disposition, violations, or financial information when relevant and public. |
A docket entry date is not always the hearing date. When a record must confirm a setting, check the events and filed notices separately.
Cleveland County Court Records by Mail
A mail request works best when it is narrow enough for the clerk to act on. State the Cleveland County case number, case style, filing year, and court or division. Add the title or date of each document. Say whether you need a plain or certified copy. Note how many copies. Also say where the clerk should send a fee quote and the finished record.
Never mail an assumed payment. The clerks publish no local copy rates, accepted payment methods, ID requirements, turnaround times, or return-envelope rules. Call the office first when timing matters. The clerk can also say whether an older paper or microfilmed record needs a different inspection process. Cleveland County publishes post-office boxes for both clerks. Call ahead for the counter address and hours.
Certified Copies and Fees
A plain copy reproduces a public paper from the file. A certified copy adds the clerk's authentication. Agencies, courts, and formal processes usually demand that version. Ask about exemplification or authentication only if the receiving authority requires it. Never guess at a fee.
| Item | Published Amount | Request Note |
|---|---|---|
| Search ARCourts docket view | Free | Informational, not official use or legal notice |
| Public portal document image | No portal price stated | Available only when the court permits remote access |
| Plain local copy | Not published | Request a quote from the proper clerk |
| Certified local copy | Not published | State the certification need before the quote |
| Exemplified or authenticated copy | Not published | Confirm availability and destination requirements |
| Local record search | Not published | Provide the case number when possible |
| AOC recurring bulk setup and first month | $1,200 | Not an ordinary single-case copy fee |
The $1,200 figure belongs to the AOC recurring bulk-data process alone. It is not a Cleveland County charge for a page, certification, or local search.
Cleveland County Court Records Compilations
The AOC compiled-information route serves a different task than pulling one Cleveland County order. Its form asks for requester contact details and an organization when applicable. It also wants a detailed description of the data. And it asks whether identifying specific people is essential under Administrative Order 19. Broader or recurring requests may also require a license, affidavit, or performance bond. The official compiled-information form shows the full set of scope questions you must answer.
A detailed data form is a hint. When you want one known case file, go to the local clerk instead. For the downloadable forms, AOC asks users to save the form, fill it in, save again, and email the attachment to ORJShelp@arcourts.gov. That address serves statewide data requests, not local certification of a court docket.
Public Access and Sealed Records
Supreme Court rules built for judicial files come first in Arkansas court-record access. The Arkansas Freedom of Information Act covers many government records. Still, it cannot erase limits that apply specifically to court files. A Cleveland County court record might appear as a public version with protected details removed, as a document held back from remote display, or as a sealed record unavailable through ordinary public search.
Key Arkansas access rules:
Administrative Order 19 sets access rules and excludes information protected by law, court rule, or court order.
Administrative Order 19.1 requires confidential information to be redacted from the public version and protected as required.
Arkansas Code ยง 9-27-309 governs confidentiality and availability of juvenile records in specified circumstances.
Each tool does something different. Redaction strips protected values from a copy that stays public. Sealing restricts the record or document itself. Expungement carries its own distinct legal effect under the statute that authorizes it. A blank Search ARCourts result proves neither that a case never existed. Nor does it prove that a court record was destroyed.
Cleveland County Court Records Without Images
Suppose Search ARCourts lists a filing with no document link. Write down the exact entry date and title. Then contact the custodian named for that court location. Ask three things: whether the document is public, whether it exists only on paper or in another format, and what a plain or certified copy costs. Some older Cleveland County court records predate full digitization.
Search ARCourts is a discovery layer, not the official maintained file. eFlex handles eligible filings. The AOC case system manages data behind the public view. None of those roles lets anyone but the clerk certify a Cleveland County court record. A wider Cleveland County case search can confirm the exact identifier before you send a copy request.
Cleveland County Federal Court Records
Federal cases sit apart from Arkansas Circuit and State District Court records. Cleveland County federal matters land in the U.S. District Court for the Eastern District of Arkansas. That court's division rules govern them. A state appeal goes to the Arkansas Court of Appeals or the Arkansas Supreme Court, never PACER. The Eastern District of Arkansas site is the official source for its court and clerk information.
This separate court system assigns its own federal case number. CM/ECF handles case management and filing. Public access runs through PACER, which searches federal dockets and the documents linked to them.
PACER registration is free, while viewing records can incur the current federal fee.
Cleveland County PACER Case Locator
A federal case number like 4:26-cv-00765 follows a division, year, case-type, and sequence pattern that differs from an Arkansas state number. So search the federal index rather than trying a state CR or CV identifier. The PACER Case Locator gives nationwide discovery before you open the live docket in the specific court.
New matters can lag a bit before they reach the locator. For the newest entry on a Cleveland County federal docket, search the Eastern District database directly.
Cleveland County Federal Record Costs
PACER charges $0.10 per page. It caps one document or a case-specific docket report at $3. The cap leaves out party-name searches, non-case-specific reports, and transcripts. Quarterly charges of $30 or less are waived. PACER has announced higher figures for 2027. Those rates are not current Cleveland County court records costs in 2026.
Federal opinions and courthouse terminal access carry special free-access rules. The staffed Eastern District clerk office sits at 600 West Capitol Avenue, Room A149, Little Rock, AR 72201. Call 501-604-5351 on weekdays from 8:00 a.m. to 5:00 p.m. Federal redaction rules shield key personal identifiers. They do not replace Arkansas Administrative Orders 19 and 19.1 for Cleveland County state files.
Cleveland County Court Records Authority
A portal printout helps with research, case tracking, and finding the next document. It is not a clerk-certified record. Search ARCourts itself warns that its data is informational. It may be incomplete, and it is not legal notice. When a deadline or formal filing turns on exact language, read the served notice or order. Then confirm it with the court.
Work in this order: identify the court, copy the case number, and name the exact Docket Entry or filed paper. Ask the proper Cleveland County clerk for the copy type you need. That sequence keeps Circuit and District files apart, avoids guessed fees, and gives the clerk enough detail to search the court docket.
Note: Certification establishes the clerk's authentication. Public portal access only shows the remote information and images the court permits.
